Bear in mind that per device RDS CALs will be bound to the devices that first use them and the terminal server will block connections once all RDS CALs have been allocated. There are differences between per user and per device Windows and RDS CALs - which you choose depends on whether you have more users or more devices. As has already been mentioned, only volume license media can be used to install Office on a terminal server. I've always thought of it this way: if the terminal server wasn't there, how many Office licenses would be required? This addresses the folks that are trying to use terminal servers as a way to use Office on a concurrent user basis (big no-no from Microsoft's point of view). As far as Office licensing for Remote Desktop Services is concerned, you need an Office license for every device that can connect to the terminal server.
